Heat oil in a medium saucepot on high. Add mustard seeds and sauté until they begin to crackle and pop, 2-3 minutes. Add Spice World Easy Onion, sauté 3-4 minutes. Add Spice World Ready-to-Use Minced Garlic, saffron, salt, and rice, stirring until all rice grains have been coated with oil. Add water, salt, pepper, and stir to loosen all rice from the bottom of the pot.
Cover the pot with a lid and bring to a boil on high until steam begins escape from under the lid. Remove from the heat and set aside. Set timer for 21 minutes. Do not remove the lid! After 21 minutes remove lid, add cilantro and fluff rice with a fork.
