In a saucepan, heat up canola oil over medium heat and fry sliced garlic cloves. Once golden and crispy, transfer them onto a paper towel to drain.
In another saucepan, melt 2 Tbsp of butter over medium heat and add minced garlic. Cook until garlic turns a light golden brown and butter is well infused with garlic flavor.
Add white rice and let it toast in the butter for a couple of minutes. Pour in chicken stock and cover with a lid to let rice cook for 12-15 minutes, until all liquid is absorbed by the rice.
Once rice is cooked, fluff it with a fork and stir in remaining 2 Tbsp of butter and top with scallions.
